however, we were able to settle the terms of the
Secretary of State's despatch No.222 of the 2nd
July without awaiting the receipt of these drafts.
In these circumstances, and since izom you say
that the drafts have been substantially amended, we
propose to await the receipt of the amended Bills,
before starting on our detailed examination, so as to
avoid any unnecessary duplication of work at a time
when we are rather hard-pressed. pron very usefu for refereuse.

There is, however, one point I might
mention. Before his departure for Hong Kong
Sir Alexander Grantham recalled that the law establishing
the Municipality of Kingston, Jamaica, contained a
provision empowering the Governor-in-Council to
dissolve the Municipal Council and make other
•
temporary arrangements for the execution of its
functions if the Council appeared to the Governor to
be incompetent to perform its duties, or
persistently defaulted in their performance, or
exceeded or abused its powers. Sir Alexander Grantham
said he thought it might be wise to insert a somewhat
similar provision in the Hong Kong Municipal Council
Ordinances, and stated that he would take this matter
up with you on his arrival. You may, therefore, like
to have the enclosed copy of the Jamaica, Kingston,
and St. Andrew Corporation Law of 1931: Section 216 is
the relevant one. Somewhat similar provisions exist
also in the Ordinances establishing Municipalities in
other parts of the Colonial Empire, and in case they
may be of use to you in this connection, I am also
enclosing copies of the Colombo Municipal Council
(Constitution) Ordinance (see Section 33) and the
Gold Coast Sekondi-Takoradi Town Council Ordinance, 1945
(See Section 10).
